In "Ice Queen" (the JAG ep), Gibbs says

If I can't ID a Moscow number after six months undercover the taxpayers should get their money back.

Does that mean he was undercover in Moscow? When? And why?
I never saw it mentioned anywhere else, not in fic, not in discussion. I bet there is a story there somewhere.
